A Roadmap to the Future

Our goals are to resolve the necessary funding challenges associated with Proposition 2 ½ for both our operating cost constraints and for the Centennial Plan, to investigate and apply funding to complete initial phases of work, and to begin designing critical projects. All of us at SESD work hard to keep the environment clean while positioning SESD for a sustainable future. Learn more about our efforts below.

SESD’s Capital Improvement Plan

The Capital Improvement Plan (CIP) is a critical planning and budgeting document for the South Essex Sewerage District (SESD or District). It provides a roadmap for maintaining, replacing, and upgrading SESD’s capital assets as well as a projection of required short, mid, and long-term capital needs. It is written to be shared with members of the public and other stakeholders to promote and communicate the complexity and magnitude of the required capital plan for SESD.

This plan was developed by SESD to provide a sustainable financial approach for renewing and replacing our equipment and infrastructure for the next twenty-year planning horizon.

Financing the CIP

The Collins Center team presented several capital financing scenarios to the SESD Board of Directors for the proposed $726.5 million CIP. They were developed in collaboration with senior SESD leadership based on current knowledge of available private and government financing programs, the projected cost of the CIP, and current apportionment formulas. There are four project tiers which were expressed as tranches of debt. This memorandum summarizes the financing scenarios.
